National Minimum Standards for Residential Special Schools

9. Management.

Children receive care and services from they need from skilled staff. Children should not be given responsibility over other children, nor given responsibility to compensate for any lack of staff in the school.

Allegations against staff. Following any allegation or suspicion of abuse of a child by a staff member or other person working at the school, a decision on whether or not to send home the member of staff, pending investigation and as a neutral action, should be made. This decision must first consider the interests of children in the school.

Monitoring of the school. The head teacher or senior staff should monitor and sign a number of records to identify any patterns or issues requiring action. These records include:

  • Children's placement plans
  • Staff duty rosters
  • Accidents & injury books
  • Medication and treatment records
  • Allegations or suspicions of abuse
  • Complaints
  • Visitors
  • Sanctions
  • Physical restraints.

The governing body, trustees, local authority, other responsible body should monitor the welfare of the children at the school.
